On July 1, the Federal Treasury launched piloting of a new functionality for concluding a digital contract with a single supplier on the grounds provided for in Article 93 (with the exception of paragraphs 4, 5 of Part 1, Part 12) of Federal Law No. 44-FZ dated 04/05/2013 "On the contract System in the field of procurement of Goods, Works, services for State and Municipal Needs".
The Tatar Academic State Opera and Ballet Theater named after Musa Jalil has signed a digital contract with the only supplier for the purchase of services for the sale of entrance tickets and season tickets for theatrical, entertainment, cultural, educational and entertainment events, excursion tickets and excursion vouchers. Thus, Tatarstan is the first region to sign a contract under this pilot project.
Chairman of the State Procurement Committee of the Republic of Tatarstan Marat Ziatdinov noted that participation in such projects provides an opportunity to try out new methods and approaches, improve the efficiency of processes and prepare for the gradual introduction of new standards that will take effect on January 1, 2025.
This step by Tatarstan to introduce new functionality in the framework of digital procurement is an important precedent for other regions of Russia. The pilot project will not only determine the effectiveness of new methods of contracting, but also identify possible problems and shortcomings that may arise in the process of their application.
