Advantages in procurement under Law No. 44-FL are provided exclusively to all-Russian organizations of disabled people
When making purchases, the customer is obliged to provide organizations of disabled people with the following benefits:
- conclusion of a contract at a price increased by 15%, based on the results of competitive procurement of goods, works, services from the List (Article 29 of Law No. 44-FL);
- provision of security for an application for participation in a competitive procurement in the amount of 0.5% of the initial minimum contract price, that is, in the minimum amount (Part 3 of Article 44 of Law No. 44-FL).
The Federal Antimonopoly Service of Russia clarified that these benefits are provided exclusively to all-Russian public organizations of disabled people and do not apply to other public organizations of disabled people, including regional ones.
