They want to compensate contractors for government construction contracts for interest on loans: Ministry of Construction project
According to the amendments, for the early execution of contracts for the construction and reconstruction of capital construction projects, a mechanism will be introduced to compensate the contractor’s costs for paying interest on credits (loans).
The mechanism will allow the parties to change by agreement the essential terms of contracts, for example, (paragraphs “a” and “b” of paragraph 1 of the draft):
• increase the price by the amount of the contractor's costs for paying interest on credits (loans) that he attracted for early execution;
• fix the maximum amount of such costs;
• determine the period by which the contractor undertakes to reduce the time required to complete the work.
The innovation will be extended to contracts from the government list financed with federal funds. The mechanism will not be applied to contracts under which the contractor has already attracted credit (borrowed) funds at a preferential rate for the early completion of work at the capital construction site (clause 1, clauses “c” and “d” of clause 2 of the project).
Public discussion of the initiative will end on July 19.
