Does the presence of additional marks in the CT-1 certificate affect the possibility of confirming the country of origin of the medical device?

The letter prepared by experts of the antimonopoly Department notes that the entry "For the purposes of procurement for state and municipal needs", specified in paragraph 5.2 of the annex to the order of the Chamber of Commerce and Industry of the Russian Federation dated 04/10/2015 N 29, is not provided for by the Agreement on the Rules for determining the country of Origin of Goods in the Commonwealth of Independent States (Yalta, November 20 2009), nor other regulatory legal acts. Therefore, it is emphasized in the letter, the CT-1 certificate in itself is a confirmation of the country of origin of medical devices in order to comply with the requirements of the decree of the Government of the Russian Federation dated 05.02.2015 N 102, no other marks regulate the issue of admission of goods to state and municipal purchases.

Specialists of the Federal Antimonopoly Service of Russia adhere to a similar approach with regard to the procedure for applying the order of the Chamber of Commerce and Industry of the Russian Federation dated 12/21/2015 No. 93.
