The Ministry of Finance spoke about the procedure for submitting claims to procurement participants under Law No. 223-Federal Law
The letter prepared by specialists from the Russian Ministry of Finance, in particular, notes that Law No. 223-FL does not establish requirements for procurement participants, and also does not establish requirements for the content, design and composition of the application, with the exception of the provisions provided for in Art. 3.4 of Law No. 223-FL. The relevant requirements are established by the customer in accordance with the procurement regulations and the requirements provided for by the legislation of the Russian Federation, including Law No. 223--FL. At the same time, it is emphasized that when making purchases, the customer must comply with the general principles and basic requirements defined by Law N 223--FL, including the principles of non-discrimination and unreasonable restrictions on competition in relation to procurement participants (part 2 of article 1, clause 2 of 1 Article 3 of Law No. 223-FL).
