Customers will have to form a draft contract concluded based on the results of electronic procedures using the EIS

With regard to purchases, notices of which will be posted in the EIS, as well as invitations to participate in which will be sent starting from April 1, 2024, customers will be required to carry out the formation of a draft contract using the EIS provided for in paragraph 1, Part 2 of Article 51 of Law No. 44-FZ.

Before the specified date, the formation of a draft contract using the EIS is the right of the customers.

At the same time, we note that Law No. 44-FZ does not contain detailed instructions on the procedure for forming a "digital" contract, except for the general provisions contained in Part 2 of Article 51 of Law No. 44-FZ.
