The Ministry of Finance spoke about the specifics of the use of KTRU in order to provide benefits to organizations with disabilities
In the information letter prepared by the specialists of the Ministry of Finance of the Russian Federation, in particular, it is emphasized that when purchasing goods, work or services using the KTRU position, in respect of which the reference information contains an indication of the OKPD 2 code included in the List approved by the Decree of the Government of the Russian Federation dated 08.12.2021 N 3500-p (hereinafter - the List N 3500-p), the customer establishes and grants an advantage to procurement participants who are organizations of persons with disabilities, provided for in Article 29 of Law No. 44-FZ.
The information prepared by the Ministry's specialists on the correlation of the items of the List N 3500-r and the corresponding items of the KTRU is also attached to the specified information letter.
Recall that the benefits provided for in Article 29 of Law No. 44-FZ apply to organizations of disabled persons listed in Part 2 of Article 29 of Law No. 44-FZ, namely::
- all-Russian public organizations of the disabled (including those established as unions of public organizations of the disabled), among whose members the disabled and their legal representatives make up at least 80%;
- organizations whose authorized (pooled) capital consists entirely of contributions from all-Russian public organizations of disabled people and the average number of disabled people in which, in relation to other employees, is not less than 50%, and the share of remuneration of disabled people in the wage fund is not less than 25%.
