The admission conditions (Order No. 126n) apply to goods with codes 29.31.23.111, 29.31.23.112, 29.31.23.113 and 29.31.23.119м

The Order of the Ministry of Finance of the Russian Federation dated June 4, 2018 No. 126n establishes the conditions for the admission of foreign goods admitted to the territory of the Russian Federation for the purposes of procurement under Federal Law No. 44.

The Annexes to Order No. 126n contain the OKPD2 code 29.31.23.110 (see paragraph 241 of Annex No. 1 and paragraph 56 of Annex No. 2) and do not mention the OKPD2 codes 29.31.23.111, 29.31.23.112, 29.31.23.113 and 29.31.23.119.

In their letter, the specialists of the Ministry of Finance of the Russian Federation explained that the OKPD2 codes use a hierarchical classification method and a sequential coding method, therefore, the provisions of Order No. 126n apply to all items included in the corresponding OKPD2 code. Accordingly, the provisions of Order No. 126n apply to goods with codes OKPD2 29.31.23.111 (headlights), 29.31.23.112 (lanterns), 29.31.23.113 (direction indicators), 29.31.23.119 (lighting and light signaling devices electric for vehicles and motorcycles other, not included in other groupings), which are included in the code OKPD2 29.31.23.110 (lighting devices and electric light alarms for vehicles and motorcycles).
