Changed the procedure for paying for government contracts, the rules for establishing their security and calculating the NMTsK

Payment of contracts

In most cases, the settlement period will be:

no more than 15 working days if the purchase was announced from January 1 to April 30, 2022 inclusive. At the same time, until May, when purchasing from the SMP and SONCO, a period of 10 working days should be set;

no more than 7 working days if it was announced from May 1, 2022.

There are exceptions. So, the period will be no more than 10 working days if the acceptance is made without the UIS.

A transitional period has been set for a number of customers.

Enforcement of the contract

Customers were allowed until the end of the year not to establish the requirement for enforcement of the contract and warranty obligations. The relief does not apply if an advance payment is provided, which is not subject to treasury support.

NMCC

When determining the NMCC, it was forbidden to use information about quotes on foreign exchanges.

You cannot justify the IMCC using foreign currency. The ban does not apply to customers in foreign countries.

Procedural terms

We increased the term for sending the draft contract to the winner of the electronic request for quotations. The customer does this no later than one business day after the day the final protocol is posted in the EIS.

The term for sending information to the RNP has also become longer due to the unilateral refusal of the customer to fulfill the contract. The customer will send them no later than two working days after the day the decision on unilateral refusal comes into force.

Closed competitive procurement

Customers who are subject to sanctions or restrictions will be able to conduct closed purchases. The list of such customers will be determined by the government.

RNP

The supplier will be included in the RNP and for refusing to execute the contract without reason. This change will come into effect on July 1st.
