On January 28, 2022, the final meeting of the Board of the State Procurement Committee of the Republic of Tatarstan "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2021 and plans for 2022" was held with the participation of First Deputy Prime Minister of the Republic of Tatarstan R.K. Nigmatullin. Chairman of the State Procurement Committee of the Republic of Tatarstan R.N. Sabirov made a report "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2021 and plans for 2022". At the beginning of the report, the history of the creation of the State Procurement Committee of the Republic of Tatarstan (hereinafter referred to as the State Committee) is highlighted: in 2021, 15 years have passed since the moment when, by the decision of the President of the Republic of Tatarstan Rustam Nurgalievich Minnikhanov, the Department of Public Procurement of the Republic of Tatarstan (hereinafter referred to as the Department) was formed. The creation of the Department was due to the need to improve the procurement system of the Republic of Tatarstan and the entry into force since 2006 of Federal Law No. 94-FZ "On placing orders for the supply of goods, performance of works, provision of services for state and municipal needs". During this relatively short period, a number of cardinal changes took place: Firstly, in 2014, in connection with the Decree of the President of the Republic of Tatarstan (dated 20.03.2014 No. UP-286), the Public Procurement Department of the Republic of Tatarstan was transformed into the State Procurement Committee of the Republic of Tatarstan. Secondly, the tasks and functions of the State Committee have changed. In particular, today the State Committee: - determines suppliers for government customers and budget organizations; - ensures the implementation of state policy in the field of procurement; - monitors procurement and methodological support of customers' activities; - ensures the development of fair competition. Information is also provided, including statistical data, on the results of the work carried out in 2021. In particular: 1) By the end of 2021, according to the data of the Unified Information System in the field of procurement, in accordance with the Law on the Contract System, the republic's customers published notices totaling more than 166 billion rubles. Budget savings based on the results of concluded contracts amounted to almost 3%. Including municipal customers published notices in the amount of 27 billion rubles. Budget savings based on the results of concluded municipal contracts amounted to 6%. At the end of the year, contracts worth 180 billion rubles were signed, including municipal customers worth more than 31 billion rubles. The amount of contracts concluded with small businesses amounted to more than 56 billion rubles at the end of the year. As part of the performance of its functions, the State Committee has carried out more than a thousand centralized purchases worth more than 6 billion rubles. Including centralized purchases for catering for preschool institutions in 10 municipal districts of the republic in the amount of 463 million rubles and for the supply of dairy products in the amount of 442 million rubles. Of the total volume of purchases made, more than 72% of contracts were concluded with republican suppliers-executors. Budget savings based on the results of the procurement procedures amounted to more than 5%. Within the framework of agreements for individual legal entities, the State Committee placed 578 purchases totaling more than 5 billion rubles. Cash savings based on the results of competitive purchases amounted to 17.2%. 2) Based on the results of modernization and improvements of the Regional Information System in the field of procurement (hereinafter referred to as the System),: - contract project designer designed for authorized bodies that place centralized purchases. This tool helps to automate the work of filling out draft contracts based on the results of purchases for the needs of customers. - functionality that warns about the risk of deliveries of low-quality goods, including taking into account open data about the winner of the purchase. After registering the concluded contract in the System, the service warns customers about such a risk in case of compliance with two of the five indicators. This year it is planned to expand the number of benchmarks to 17. The following System improvements are planned for 2022: 1. Formation of positions in a structured form. In accordance with the Law on the Contract System, when placing purchases, customers are required to use the items and their characteristics contained in the Catalog of Goods, Works, Services published in the EIS. Such information is presented in a structured form. In order to ensure effective work in the formation of new positions by the customers of the republic, it is proposed to build a similar work in the System. This will allow you to promptly update information in case of changes in the federal system, as well as specify a unified justification for the use of additional characteristics when placing centralized purchases. 2. Setting up messaging between System users. Work in procurement, especially at the stage of consideration of applications, requires customers to be prompt in the exchange of information, including when sending requests by procurement participants for clarification of documentation and technical specifications. In addition, in order to reduce the manual work of employees, it is planned to implement the integration of the System with the following resources: 1. To date, customers of the republic with small purchases for a separate list of goods are required to use the Exchange Platform, and according to the results of the conclusion of the contract and the delivery of goods must publish relevant information in the System. Integration of the System with the Exchange Platform will allow customers to specify less information required for reporting. 2. Integration with the Regional system of interdepartmental electronic interaction. As part of the implementation of measures to reduce tax arrears to the consolidated budget of the Republic of Tatarstan, customers of the Republic are required to check the presence of arrears from the winners of purchases on an ongoing basis. The specified functionality is contained in the Regional System of Interdepartmental electronic interaction. For the convenience of work, we suggest considering the possibility of including functionality in the contour of the System. After registering the contract in the System, the user will receive a notification about the need to check the debt with detailed instructions. 3) It is proposed to pay attention to the work of customers with the only suppliers - natural monopolies. As a rule, contracts with such entities are concluded on paper, and documents on their execution are sent through the systems of various electronic document management operators. This creates difficulties for customers both at the stage of concluding a contract and when exchanging closing documents. Natural monopolies refuse to work directly in other proposed systems, since work in previously created systems has already been debugged. The Electronic Document Management System in the field of procurement of the Republic of Tatarstan (hereinafter referred to as SEDO) implements roaming with three of the most popular electronic document management operators in the republic: Taxnet, Tensor, SKB-Contour, which work with natural monopolies, among others. This eliminates the need to change the electronic document management system or connect to several operators. It will be enough for customers to set up communication in the EDI with the counterparty and start exchanging documents. Customers of the Republic of Tatarstan are invited to conclude contracts and exchange closing documents with natural monopolies exclusively through the Electronic Document Management System in the field of procurement. 4) As part of the monitoring following the results of 2021, the State Committee revealed 16 violations. At the same time, the analysis of violations showed that customers equally commit violations when describing the object of purchase, setting criteria for evaluating applications, drawing up documentation, as well as in connection with the non-placement of mandatory information provided by the Law on the Contract System in the unified information system in the field of procurement. Monitoring of competitive procedures for the purchase of food for educational organizations revealed violations in 33 customers. 5) Within the framework of methodological support of customers, the State Committee develops methodological recommendations, educational events are held jointly with the Procurement Development Center of the Republic of Tatarstan, operational information and consulting assistance is provided. In 2021, JSC "Procurement Development Center of the Republic of Tatarstan", within the framework of the announced Year of Native Languages and National Unity, organized a distance learning course on 44-FZ entirely in the Tatar language. In addition, automated testing is carried out in order to determine and maintain the qualifications of specialists in the field of procurement. In total, more than 3,700 specialists took part in the testing in 2021. Constant monitoring of procurement and verification of the qualifications of specialists in the field of procurement confirms the need to create and implement a training system in the republic. In this regard, it is proposed to develop a training program for specialists in the field of procurement and contract managers and the formation of a republican reserve of these personnel. 6) In 2021, the State Committee conducted two pilot projects: 1. Selective monitoring of purchases for the supply of food products carried out by customers of the Republic of Tatarstan, as well as sampling for examination in laboratories, has been organized. According to the results of the conducted examinations, cases of non-compliance of the characteristics of the delivered goods with the established requirements, as well as cases of delivery of goods without a veterinary certificate were revealed. When identifying the supply of substandard products, methodological support was provided to institutions for conducting claims work.

2. A random inspection of the supply of original cartridges has been organized based on the results of purchases conducted by customers of the Republic of Tatarstan.
In total, as part of the analysis and monitoring, deliveries totaling 5.7 million rubles were checked. As a result, it was revealed that during the execution of 8 state contracts for the supply of cartridges, or in half (54%) of the total number of verified state contracts, the procurement participants offered goods that did not comply with the terms of the contract.
In all cases of detected violations, the customers of the Republic of Tatarstan were provided with legal assistance on issues of claim work with suppliers and unilateral refusal to fulfill the contract.
The presented results indicate that centralized expertise is an effective tool for obtaining independent information about the actual execution of contracts for the needs of state and municipal customers. In this regard, it is proposed to introduce it from 2022.

7) Public procurement is an important instrument of state regulation, through which economic, social and other tasks are implemented in priority areas of national policy. But at the same time, the procurement sector is particularly vulnerable to corruption.
In this regard, an important area of activity of each customer is the implementation of a set of measures aimed at reducing corruption violations and generally ensuring the prevention of abuse and corruption in the field of procurement.
For its part, the State Committee ensures the implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2024".
