Since August 31, the "second extra"rule has been introduced for foreign radio-electronic products (REP) and some imported medical products with restricted access. The Ministry of Industry and Trade proposed to apply it in all cases without exceptions.
When purchasing such products within the national regime, it is impossible to use additional characteristics outside of the KTRU in the description of the object of purchase. This rule is not planned to be applied if, for example, there are no technical characteristics of the product in the catalog.
The participant must specify in the application:
• until December 31, 2022-information about the country of origin of the goods (for medical products from the EAEU). After this date — the entry numbers from the unified register of the Russian REP or the Eurasian register of industrial goods, as well as data on the total number of points, if this is provided for by Resolution No. 719 or Decision No. 105;
• the number of an entry from the unified register of the Russian REP, as well as information on the total number of points for performing technological operations (conditions) on the territory of the Russian Federation, if this is provided for by Resolution No. 719 (for other products from the Russian Federation);
• until December 31, 2021-information about the country of origin of the goods (for other products from the EAEU, except the Russian Federation). After this date — the number of the entry from the Eurasian register of industrial goods, as well as information on the total number of points for performing technological operations (conditions) on the territory of the EAEU, if this is provided for by Decision No. 105.
When executing the contract, you must submit:
• a copy of the ST — 1 certificate by December 31, 2022. After this date — copies of documents about the country of origin of the goods, on the basis of which the products are included in the registers (for medical products from the EAEU);
* copies of documents about the country of origin of the goods, on the basis of which the products are included in the registers (for other products from the Russian Federation);
• until December 31, 2021 — a copy of the ST-1 certificate (for other products from the EAEU, except for the Russian Federation). After this date-copies of documents about the country of origin of the goods, on the basis of which the products are included in the registers.
