They want to establish the procedure for purchases under the Law N 223-FZ from SMSP on the principle of an "electronic store"

They plan that when purchasing from small and medium-sized businesses, the customer will be able to provide for a non-competitive procurement method in the regulation. They will conduct it on the principle of an"electronic store". The changes may come into force on July 1, 2022.
They propose to fix the following features:
purchases should be carried out on an electronic platform;
the contract price cannot exceed 20 million rubles.;
a participant from among the MSPs will place a preliminary offer for the supply of goods (performance of works, provision of services);
the customer will post information about the purchase and the requirements for the participant;
the operator will determine which of the offers meet the requirements, and the customer will determine from among them who to conclude a contract with.
