All state customers will be able to purchase media products and services from the supplier on a special basis

The State Duma has submitted a draft amendment to clause 14, Part 1, Article 93 of Law No. 44-FZ. Now, on this basis, you can buy from the supplier.:

specific printed or electronic publications from publishers if they have exclusive rights or licenses;
services for providing access to these electronic publications.
The list of mass media products was proposed to be supplemented with online publications, and the norm was extended to all state customers. Currently, it can only be used by state and municipal educational organizations, libraries, or state scientific organizations.
