Successful experience in the subject of procurement helped to avoid the RNP for late signing of the state contract

The winner did not sign the contract on time, because the employee responsible for this was not at work for family reasons.
The customer recognized the winner as having evaded.
The winner explained that he did not want to give up the contract:
the responsible employee is fined for late performance of duties. This is confirmed by an internal order;
the winner has impeccable experience in executing similar contracts, which he submitted to the antimonopoly authority.
The controllers did not find any grounds for inclusion in the RNP.
