The Federal Antimonopoly Service canceled the auction under Law No. 223-FZ for non-compliance with the minimum share of purchases of Russian goods

The customer purchased bulldozers. The participant complained that the object of purchase was described as a foreign manufacturer. Meanwhile, you can supply Russian goods from the register of industrial products. The purchase plan for 2021 provides for only one such delivery. The quota requirements for Russian goods have been violated, as the maximum share of purchases of foreign products has been exceeded.
The supervisors supported the participant. Only a Chinese product fits the description of the object of purchase. As part of the quota, it is stipulated that the minimum share of purchases of domestic bulldozers in 2021 is 90%. This means that the share of purchasing foreign products is no more than 10%. According to the purchase plan for 2021, there are no more such deliveries. By announcing a purchase for the purchase of 2 foreign bulldozers, the customer exceeded the maximum share of purchases of foreign goods.
The antimonopoly authority issued an order to cancel the purchase.
