Small public procurement in electronic form: what you need to know about innovations
The amendments on small e-procurement came into force in April. The price of one such purchase should not exceed 3 million rubles. inclusive. Customers can only purchase products.
The minimum contract price is any, the maximum is 3 million rubles. It is necessary to carry out such purchases taking into account the limit of the State budget for items 4 and 5 of part 1 of Article 93 of the Law N 44-FZ.
For the purchase, a notification is made in the EIS and signed with a reinforced qualified electronic signature. It is formed in relation to one product, based on a specific need. The "multiplicity" mechanism is not applicable for the customer. You can't change the notification.
The EP operator will select and send the customer no more than 5 requests. If there are less than 2 applications, it will notify you. In this case, applications will not be received.
The commission for the purchase is not necessary. The customer will review the applications himself, assign ordinal numbers to the admitted ones, and draw up a protocol for summing up the results.
The contract is concluded with the participant who is assigned N 1. The rule also applies to a single application if all others are rejected. The contract includes a justification for the price.
