Electronic request for quotations: April changes
A new procedure for conducting an electronic request for quotations has been launched. You can now buy more and faster using this method: the purchase price of the NMC has increased to 3 million rubles, and the procedural time has been reduced.
You can make an electronic request for quotations if the NMC does not exceed 3 million rubles. The limit on the CDF has not changed much: the annual volume of purchases by this method should not exceed 10% of the CDF, but the limit of 100 million rubles is no longer there.
The procedural time frame has been reduced. For example, you now need to announce a purchase at least 4 business days before the deadline for submitting applications, instead of 5.
As before, the notification is the main procurement document. According to the new rules, it cannot be changed, but it can be canceled no later than 1 hour before the deadline for submitting applications.
When considering applications, the commission must now additionally check a number of points, in particular:
• whether the participant has confirmed compliance with the requirements of clause 1, Part 1, Article 31 of Law No. 44-FZ (if there is such a requirement);
• whether there is a decision to approve a major transaction or consent to it.
In addition, the commission assigns sequential numbers to the approved applications. Previously, this was done by the operator of the electronic platform.
The protocol consists of only 1-the protocol of summing up the results. Among other things, it indicates information about the increase in the price in connection with the provision of benefits to organizations of the penal system and organizations of disabled people, the serial numbers of applications.
The customer sends the draft contract to the participant within 3 hours from the moment of posting the final protocol in the UIS. The parties have 1 working day to sign and place the contract.
The protocol of disagreements is not provided.
If 1 application corresponding to the notification is submitted or remains, you can immediately conclude a contract with the participant as a supplier.
