A draft unified procedure for monitoring purchases under Laws No. 44-FZ and No. 223-FZ, including compliance with quotas for purchases of domestic goods, has been prepared
In accordance with the draft decree of the Government of the Russian Federation, the Ministry of Finance of the Russian Federation will monitor purchases. At the same time, the monitoring results will be reflected in the quarterly and annual reports of the Ministry (Information Message of the Ministry of Finance of the Russian Federation dated February 1, 2021).
Monitoring will be conducted on the basis of analytical information from the UIS, as well as additional information that is not placed in this system, coming from the Ministry of Industry and Trade of Russia, the FAS of Russia, the Treasury of Russia and the SME Corporation.
In order to monitor the customers ' achievement of quotas for purchases of domestic products in accordance with Federal Law No. 223-FZ of July 18, 2011 "On Purchases of Goods, Works, and Services by Certain Types of Legal Entities", an additional section on the total cost of delivered goods of Russian origin is introduced in the customer's monthly reports. The compilation of such a section and the subsequent aggregation of information posted by customers is supposed to be automated using the EIS.
