The Ministry of Finance explained how to apply restrictions and conditions for the admission of certain manufactured goods in public procurement
In respect of goods from the lists to the Order N 126n, the conditions of admission apply. The agency explained that they should be applied if the "third extra"mechanism did not work when restricting the admission of foreign goods.
Thus, participants in the purchase of foreign manufactured goods with restrictions must declare in the application the presence of products in the register of Russian manufactured goods, specify the number of the register entry and information about the number of points for technological operations in the Russian Federation (if available).
the office indicated that if the participant did not do so (for example, indicated the country of origin of the goods without a register entry), its application should be considered as an offer of foreign goods and the conditions of admission should be applied. the fas expressed a similar position regarding the procurement of foreign reps with restrictions.
