The FAS explained how to build lots with the purchase of regular transportations of passengers and Luggage
The Agency reported what requirements customers should take into account when forming lots for regular transportation of passengers and Luggage for purchases under the Law N 44-FZ. If these rules are followed, the purchase will not limit competition and the number of participants in the purchase.
Requirements for purchasing transportation on municipal and inter-municipal routes
Thus, the Agency indicated the minimum number of lots and the maximum amount of contract security, depending on the population of one or more municipalities that the route passes through. The acceptable ratio for municipal and inter-municipal routes is shown in the table.

At the same time, the total length of routes for each lot should not differ from the length of routes for other lots by more than 20%. Transportation on municipal and inter-municipal routes should be divided into different purchases.
The term of performance of obligations under such contracts should not exceed 10 years.
Requirements for purchasing transportation on interregional routes
The term of performance of obligations under contracts for regular transportation on interregional routes should also not exceed 10 years. Such purchases must be divided into at least 5 lots, and the maximum amount of contract enforcement is 300 million rubles.
What should I do if these requirements are not met
If the customer cannot meet the listed requirements regarding the formation of lots, for example, to form the necessary number of them or to purchase different types of routes in separate lots, they can apply to the FAS Management with the justification of the impossibility to conduct the purchase in compliance with these rules. If the control body allows the purchase to be made otherwise, this will not be considered a restriction on competition and the number of participants in the purchase.
However, it is not possible to change the terms and conditions for the performance of obligations under the contract and the maximum amount of security for the contract.
