FAS told about the draft amendments to the law N 44-FZ, optimizing purchases
The Ministry's website reported that the government is in the final stages of approval of the draft amendments to The law N 44-FZ. The document was developed jointly by the FAS, the Ministry of Finance and the Treasury.
Among other things, they plan to make the following changes:
- they will reduce the number of purchasing methods and completely eliminate cyclical behavior. The customer will not have to re-announce the auction if no one participated in it. They will be able to apply to the Antimonopoly authority and agree on a contract with a single supplier;
- the EIS will maintain a business reputation rating. Companies with successful experience in executing contracts will receive economic preferences;
- adjust the procedure for appealing violations. Only a person with experience in executing a contract (contract) for at least 20% of the NMC can complain. The innovation will affect all purchases with a price over 20 million rubles.;
- all complaints are proposed to be sent through the EIS, and interested parties will be notified automatically. They want to transfer all claim correspondence to the same system.
