Proposed to change the rules for using KTRU in public procurement of radio-electronic products
The Ministry of Finance has developed a draft of amendments to certain acts of the government in the field of procurement.
Among other things, they want to change the rules for using KTRU. So, since July 1, when purchasing radio-electronic products from the list, you can not use additional characteristics that are not provided for by the CTRU in the description of the object of purchase. They want to apply the ban only if there are restrictions in the purchase.
Earlier, the Agency reported that this rule now applies to all items from the list, regardless of whether there are restrictions on the admission of foreign REPS.
The project also adjusted additional requirements for operators of electronic platforms, which are approved by the Decree of the Government of the Russian Federation from 08.06.2018 N 656. In particular, the reasons why the operator will not accept a Bank guarantee to secure the application are listed. This may happen, for example, if the ECI in an entry in the Bank guarantee register differs from the ECI in the purchase notice.
It is also proposed to change the rules for the participation of MSPS and self-employed in procurement under the Law N 223-FZ.
It is assumed that the innovations will start working from the date of their publication, with the exception of certain provisions. Public discussion of the project ends on September 17.
