The Ministry of Finance has developed standard forms of applications for participation in electronic procedures
Specialists of the Ministry of Finance of Russia in pursuance of part 5 of Art. 24.1 of the Federal law of April 5, 2013 № 44-FZ "On the contract system in the procurement of goods, works, services for state and municipal needs" prepared a draft decree of the Government of the Russian Federation on approval of standard application forms:
open competition in electronic form, competition with limited participation in electronic form, two-stage competition in electronic form, closed competition in electronic form, closed competition with limited participation in electronic form, closed two-stage competition in electronic form;
participation in electronic auction, closed auction in electronic form;
to participate in the request for quotations in electronic form;
to participate in the request for proposals in electronic form.
In addition, it is planned to approve the requirements for the content, composition, procedure for the development of standard procurement documentation.
It is also planned to amend additional requirements for operators of electronic platforms, operators of specialized electronic platforms and the functioning of electronic platforms, specialized electronic platforms in order to enable participants to apply in accordance with the standard form.
