The Ministry of construction postponed the start date of a number of standard contracts until the end of the year

The Agency has amended the approval orders:

standard contract for construction and reconstruction of capital construction;

standard contract for design and survey works.

The documents will come into force on January 1, 2020.

Recall that these standard contracts will need to be applied regardless of the size of the initial maximum price of the contract.

A standard contract for the construction and reconstruction of the capital construction object will have to be used if the subject of the purchase will be works related to the OKPD2 codes:

41.2 — construction works;

42 construction work in the field of civil construction, including the construction of roads and Railways, highways, runways of airfields;

43 — specialized construction works, including demolition of buildings, site preparation;

71.12.20.110 — service developer, General contractor.

The customer will be able to determine the terms of the contract if he wants to purchase construction and reconstruction works:

objects of capital construction located outside the Russian Federation, as well as on the territory of embassies and consulates;

objects of capital construction, in respect of which work is carried out to preserve the object of cultural heritage.

The model contract for design and survey work will need to be applied if the subject of procurement will be work with codes for OKPD2:

71.12.3 — geological, geophysical and related survey services and Advisory services;

71.12.12–71.12.19 — engineering and technical design of buildings, power supply systems, tunnels, highways, communication facilities, television and radio broadcasting, etc.

A standard contract will not be required if the work will be carried out in respect of the land plot, which is located outside the Russian Federation.
