FAS has reminded customers of the error in determining the qualifications of the participants
The customer has established the following procedure for evaluating applications for the indicator "branches":
less than 60 branches — 0 points;
60-80 branches — 50 points;
more than 80 branches — 100 points.
FAS recognized this as a violation. This order does not allow to determine the best offer, because there is no proportional relationship between the values of the indicator and points.
Recall that the Ministry of economic development and FAS have already talked about it. Moreover, the position of the departments was supported by the Supreme Court.
In such a situation, it is better to specify the number of points for each branch or give the formula. Participants with a small number of branches will have a better chance to compete with large companies. In addition, it will be possible to compare the companies that in this case were in the same range.
