Clarify the procedure for the standardization of procurement
The regulation rules will prescribe the obligation to determine the requirements for goods, works, services purchased by state corporations and significant institutions of science, education, culture and health. The amendments were developed and submitted for public discussion by the Ministry of Finance.
The government will establish regulation rules for state corporations Rosatom, Roscosmos and the most important institutions of science, education, culture and health care. The most significant institutions are determined by the Budget code. These organizations will approve the requirements for certain types of goods, works, services, including the marginal prices of products and regulatory costs for the provision of functions. The rules will also apply to subordinate institutions of state corporations.
Also, state corporations and significant institutions will have the right to discuss their draft departmental lists at public councils.
The requirement for regulation for state corporations and significant organizations was provided in the amendments to the Law No. 44-FZ. The rule came into force on 1 July 2018. The procedure of normalization adjusts the resolution of the Government from 02.09.2015 No. 926, order of development, approval of the rules of regulation – regulations 18.05.2015 No. 476 and from 19.05.2015 No. 479. Experts of the Ministry of Finance have developed amendments to the documents to the legal acts meet the new version of the Law № 44-FZ.
