In particular, it was explained that from July 1 until the beginning of the operation of new electronic sites, that is, no later than October 1:
the customer has the right to conduct new electronic procedures on previously selected electronic sites;
these electronic sites continue to operate in the current order and ensure the implementation of new electronic procedures in accordance with the requirements of Law No. 44-FZ as amended by Law No. 504-FZ, taking into account a number of features.
Among these features are, in particular, the following:
from July 1 until the beginning of the operation of new electronic sites, contracts based on the results of electronic procedures, including electronic auctions, are concluded on previously selected sites without using the EIS;
from the date of the beginning of the functioning of new electronic sites, contracts on the results of electronic procedures, with the exception of electronic auction, are concluded using the EIS;
contracts on the results of an electronic auction before January 1, 2019 are concluded without the use of EIS on both previously selected and new electronic sites. At the same time, using EIS, contracts based on the results of an electronic auction are concluded starting from that date.
It is also noted that from July 1 until the beginning of the functioning of new electronic platforms, the current procedure for opening and maintaining accounts of procurement participants is maintained to ensure participation in electronic procedures. At the same time, it is expected that the list of banks authorized to maintain special accounts will be approved no later than mid-July (Letter No. 24-06-08 / 43650 of the Ministry of Finance of the Russian Federation of June 25, 2018).
In addition, experts of the Ministry of Finance of Russia draw attention to the fact that customers who are guided by Law No. 223-FZ have the right to purchase under the rules established in the procurement clause in the wording in force until it is brought into line with Law No. 223-FZ in the wording of Law No. 505 -FZ, that is, between July 1 of this year and January 1, 2019.
