The acts that regulate the features of Treasury support in 2019 are still being considered by the Ministry of justice and have not been officially published. However, part of the documents customers and suppliers have the right to apply now. The Federal Treasury told which of the new NPAS to apply before registration and how long to be guided by the rules of maintenance of funds in 2018.
 

Until March 15, 2019 in the UIS will form a register of customers under the Law № 223-FZ. The procedure for preparing the register was approved by the Government.
 

Experts of the Ministry answered the question whether customers should be guided by the current from January 1 edition of paragraph 3 of part 1.1 and part 4 of article 30 of the Federal law of April 5, 2013 № 44-FZ" on the contract system in the procurement of goods, works, services for state and municipal needs " (hereinafter – the Law № 44-FZ) in the preparation of the relevant report for 2018. Thus, according to these rules, the calculation of the total annual volume of purchases does not include purchases from a single counterparty in accordance with part 1 of article. 93 of Law No. 44-FZ, except for purchases made in accordance with paragraph 25-25.3 part 1 of article 93 of the Law № 44-FZ.

The government of the Russian Federation in accordance with part 4 of Art. 3.5 of the Federal law of July 18, 2011 № 223-FZ "on procurement of goods, works, services by certain types of legal entities" (hereinafter – the Law № 223-FZ) approved the Regulation on the peculiarities of document circulation in the implementation of closed competitive procurement in electronic form and the procedure for accreditation on electronic platforms for closed competitive procurement (hereinafter – the Regulation).
