The state Duma introduced a bill providing for amendments to the administrative Code. Municipal bodies of financial control want to give powers to draw up protocols on violations when planning purchases under Art. 7.29.3 of the Code and acceptance of results of execution of contracts under part 8-10 of Art. 7.32 of the Code. The courts will consider such protocols.
 

The state Duma adopted in the third reading a bill that will allow cultural and educational institutions to carry out more purchases from the supplier. All budgetary institutions will be able to carry out purchases under the Law N 223-FZ at the expense of the means received as a gift or under the will.
 

Article 105 of the Federal law of April 5, 2013 No. 44-FZ "On the contract system in the sphere of procurement of goods, works and services for state and municipal needs" was amended, according to which from July 1 of this year from among the persons enjoying the right to appeal to the court or to the Supervisory authority in the sphere of procurement actions (inaction) of the customer, public associations and associations of legal entities exercising public control are excluded.
 

The Ministry of transport proposes rules on which it is necessary to conclude life cycle contracts. In the draft government decree, the Agency listed the terms of contracts and rules of financing.
 

The customer held an electronic auction, setting a requirement to the participants about the absence of information about them in the register of unscrupulous suppliers. However, after the conclusion of the contract, it became known that the information about the supplier was included in the register. The decision was made after summarizing the results of the auction, that is, the supplier indicated in the application reliable data on its compliance with the requirements, which means that it was allowed to participate legally. Nevertheless, the customer decided to refuse to perform the contract on the basis of paragraph 1 h. 15 of article 95 of the Law N 44-FZ.

The Russian government has submitted to the state Duma a bill aimed at improving and accelerating procurement procedures. Thus, as an anti-dumping measure, the document proposes to prohibit the payment of an advance at the conclusion of the contract with the bidder, who offered the price of the contract, which is 25% lower than its initial (maximum) price. It is assumed that this rule will apply to cases where the proposed price is reduced by more than 25% compared to the initial one.
 

The Department reports that the departments of the Federal Treasury for the subjects of the Russian Federation in 2017-2018 carried out inspections of 189 control bodies to monitor compliance with the Federal law of April 5, 2013 № 44-FZ "On the contract system in the procurement of goods, works and services for state and municipal needs" (hereinafter – the Law № 44-FZ).
 

The Rules of evaluation of applications, final proposals of participants of procurement of goods, works, services for state and municipal needs (hereinafter-the Rules), approved by the government of the Russian Federation dated November 28, 2013 № 1085, amended accordingly.
 

On April 3-5, 2019, the Jubilee XV all-Russian forum-exhibition "GOSZAKAZ" was held (hereinafter – the Exhibition state Order 2019). The event has been held since 2005 and is the largest event of the Federal level in the field of procurement.
