The court has explained whether the state customer had the right to terminate the contract at financing reduction

The EXPERT of Ural federal district hasn't counted insufficiency of the budgetary financing as essential change of circumstances which the parties couldn't expect reasonably. The state customer has no right to refuse unilaterally performance of the contract in that case.
We will remind, at reduction of limits of the budgetary obligations it is possible to change essential terms of the contract by agreement of the parties. For this purpose it is necessary to use a technique of the Government of the Russian Federation.
