The Ministry of Economic Development has explained whether it is possible on 44-FZ to sign the bid with the facsimile

Department has specified: The law N 44-FZ doesn't provide such opportunity. The participant or the person authorized by him have to sign the stitched and numbered application for participation in an open competition. Also it should be sealed the participant (in the presence of that).
Though in explanations it is only about an open competition, we believe, they are applicable also to request for quotation, request for proposals.
If the official of the customer recognizes the bid appropriate in case it was necessary to refuse the admission to participation, it can turn back a penalty. His size will make 1% of NMTsK, but not less than 5 thousand rubles and no more than 30 thousand rubles.
