The state customer has to reject the bid if it is completed not according to the instruction from documentation

The Ministry of Economic Development has also noted: the customer is obliged to reject the application and when her form doesn't correspond to that that it is provided in the tender documentation.

Under the Law N 44-FZ the tender documentation contains the instruction for filling of the application and the requirement to her form. Participants have to follow these rules at submission of applications. If the participant doesn't carry out them, the customer is obliged to reject the application of such participant as not conforming to requirements of documentation.
We will remind, the official of the customer can be fined if it recognizes appropriate the bid of the participant to whom it has to be refused the admission. The size of a penalty will make 1% of the initial (maximum) price of the contract, but not less than 5 thousand rubles and no more than 30 thousand rubles.
