The government has approved rules of the conclusion of state contracts for "turnkey" construction of facilities

On May 16 the Resolution N 563 where it is stated is published. Rules of the conclusion of contracts which subject - at the same time performance of work on design, construction and commissioning of objects of capital construction, will begin to work since July.
To conclude the contract for "turnkey" construction of the facility, it will be required to the customer:
- the conclusion following the results of technological and price audit of justification of investments into creation of an object;
- decision on the conclusion of the contract.
The provision on carrying out the specified audit is also approved by the Resolution N 563.
According to situation justification of investments represents documentation. Authorities or subordinated him state (budgetary or autonomous) institutions, Rosatom state corporation will be engaged in her audit. They will check reliability of determination of estimated cost of construction.
The decision on the conclusion of the contract for "turnkey" construction of the facility will be made by the following persons:
- the government or the main manager of means of the federal budget - concerning federal property;
- the Senior Official of the Russian Federation - concerning regional property;
- the head of the municipality - concerning municipal property.
Besides, by the accepted rules the customer will need to include a number of conditions in the specified contract. One of them is that the contractor will have no right to demand increase in the price of the contract, and the customer - her reduction. It will concern also those cases when at the time of the conclusion of the contract it is impossible to provide full amount of works or expenses.
