The customer on 223-FZ has the right to specify in the provision on purchase whether delivery of similar goods is admissible

When purchasing the customer can determine by the Law N 223-FZ also what other requirements to the description of characteristics of goods depending on kinds of activity will be in the family way about purchase. So considers the Ministry of Economic Development.
Department has noted: the customer can list documents with which the participant has the right to confirm compliance of goods to the established requirements in the provision on purchase.
Expressed similar opinion of the Ministry of Economic Development in 2016. However in that letter it wasn't said that the customer can settle a possibility of delivery of similar goods in the provision on purchase.
