The state customer when purchasing any drugs has to determine NMTsK only by method of comparable market prices

According to the Ministry of Economic Development, for justification of the initial (maximum) price of the contract when purchasing as the vital and major drugs which aren't those it is necessary to use only a method of comparable market prices (the analysis of the market).
The state agency stated the same position and earlier.
We will remind, state customers are obliged to prove NMTsK by preparation of the scheduled plan and procurement documentation. For this purpose under the Law N 44-FZ they use one or several following methods:
- method of comparable market prices (analysis of the market);
- standard method;
- tariff method;
- design and budget method;
- expensive method.
If it is impossible to use the listed methods, state customers have the right to apply others. However in this case justification why it is impossible to use the methods provided by the law will be required.
We will remind, for inclusion in the scheduled plan of purchases of the initial (maximum) price of the contract concerning which justification is absent or doesn't correspond to the legislation, the official of the state customer can be fined. The size of a penalty makes from 20 thousand to 50 thousand rubles.
