There were rules of forming, maintaining and use of the catalog of goods, works, services in state procurements

The government approved by the resolution Rules of forming and maintaining in catalog EIS in the sphere of the state order, and also Rule of its use. The majority of provisions of the resolution already came into force on February 10.
According to new Rules of the Ministry of Economic Development provides maintaining and forming of the catalog.
The rule provide that with it it will be able to be helped by the legal person - the operator of the catalog.
On each goods, work and service in the catalog the separate line - a line item is created. It joins a description of goods, works, services, their units of measure and the description, start date of obligatory application of the corresponding line item and other information.
Till October 1 the Treasury will shall place in EIS the prepared Ministries of Economic Development of the data for the catalog.
According to Rules of use of the catalog customers apply it in the following purposes:
- uniform specifying of names of goods, works, services;
- description of a subject to purchase;
- forming of an identification code of purchase.
Customers will be able to specify other or additional information which isn't provided in the catalog in procurement plans, scheduled plans, documentation and other documents. However for this purpose from them reasons will be required.
When purchasing goods, works, the services which aren't listed in the catalog, customers shall describe them taking into account requirements of the Law N 44-FZ.
As it is specified on the website of the government, creation of the catalog will allow to lower expenses of customers as standard descriptions of subjects to purchase will appear.
