The participant of state procurement at change of the application shouldn't submit anew a complete set documents

The Ministry of Economic Development came to such conclusion. Department already expressed "similar opinion" in 2015.
Taking into account provisions of the Law N 44-FZ the state agency considers that changes in the request are the documents supplementing it. And the documents filed as a part of changes are a part of the request. Therefore there is no need to represent repeatedly complete set of documents.
The ministry didn't concretize what method of purchase its explanations concern. We believe, they are applicable generally to tender, request for quotation and request for proposals. For example, participants of an electronic auction have no opportunity to change the request.
As the Law N 44-FZ doesn't determine an order of modification of earlier submitted application, we recommend to participants of purchases to follow the rules of procurement documentation. It will allow to reduce risk of a deviation of the request.
If the request was rejected nevertheless and the participant doesn't agree with it, he has the right to appeal against actions of the customer. If them recognize illegal, can fine the official of the customer.
