The bill «About Entering of Addition into the Federal Law «About Anti-corruption» regarding Protection of the Persons Which Reported about Corruption Offences» is aimed at providing protection of the persons which gave for the benefit of society information on illegal activities in state bodies, local government bodies, the organizations including the state corporations, state non-budgetary funds, the state entities, organizations, private enterprises, public organizations and others, from negative consequences, in particular infringement of their rights and legitimate interests connected with the message.
Bill regulations as measures of protection of the persons which reported about corruption offenses provide confidentiality of the data containing in the message, a possibility of receipt of free legal aid, the obligatory notification of the prosecutor about preparation of consideration by the commission on observance of requirements to office behavior and settlement of conflicting interests or other collegial body formed in the organization for consideration of employment legal relationship of questions of application of authority punishments or dismissals of the person which reported about a corruption offense and obligatory representation to the prosecutor of results of their consideration.
Concerning the persons which reported about corruption offenses according to the prepared bill, making of the actions directed to infringement of their rights and legitimate interests in connection with the message them about corruption offenses isn't allowed, including the mode of working hours and time of rest (if it for this person differs from the office schedule of state body, local government body, the labor schedule of the organization), an order and conditions of provision of an annual paid leave, a work payment term (the allowances, awards and other payments including connected with effectiveness of its professional office activity), indicators of effectiveness of professional office activity of this person and the related payment terms of his work.
Public discussion of the bill will be extended from February 8 to February 22, 2017.
