The government made changes to rules of planning of state procurements

Innovations concerned as the procurement plans constituted at the federal, regional and municipal levels and scheduled plans at the same levels. The majority of provisions of the order of the Government which made amendments began to work on January 31.

It is possible to distinguish the following from the most noticeable innovations which already came into force.

The list of purchases which are specified in the simplified order in "procurement plan" and "scheduled plan" is expanded. Purchases at the unique service provider on water - warm, gazo-and to power supply are referred to them, for example, if they appear to other person using non-residential premises which are in one building with rooms of the customer. Earlier planning of these purchases was carried out in a general order.

There was a new rule. If purchase of goods, works, services which units of measure are various, data on quantity, amount and units of measure is carried out to the schedule it isn't necessary to include.

According to changes separate forms of procurement plans and scheduled plans for the purchases connected with a state secret are established. Forms are provided for purchases both at the federal level, and at regional and municipal level. Before amending such separate forms weren't.

Let's remind, since January 1 provisions of the Law N 44-FZ that the customer can't carry out the purchases which aren't provided by the scheduled plan came into force. For non-compliance with this prohibition the official of the customer can be fined 30 thousand rubles.
