If the state customer applies estimate norms, since February 1 he has to be guided by a technique of Ministry of Construction

The ministry has approved the Technique of use of estimate norms which is put into operation since February 1. It is possible to learn from the document how to apply estimate norms when determining estimated cost of construction, reconstruction of objects of capital construction and their overhaul.

The technique is useful in case of accomplishment of the corresponding works both on the Law N 44-FL, and under the Law N 223-FL. This document needs to be applied in case of determination of estimated cost of a construction, reconstruction, overhaul of objects of capital construction if for financing of such works are attracted, in particular:

- budgetary funds;

- means of legal persons in which authorized (depository) capital the share of the Russian Federation, the territorial subject of the Russian Federation, the municipality exceeds 50%.

Let's remind, in estimate norms costs for accomplishment of certain work types are established. Before approval of a technique there was no single order of use of estimate norms though their use is provided by the Law N 44-FL in case of determination of the starting (maximum) price of the contract by a project and estimate method.
