The customer on 223-FL along with placement of data on purchase in EIS has the right to publish them and in media

For the first time stated such approach of the Ministry of Economic Development in "letter". It is interesting to note that the anti-monopoly service adheres to a similar line item. According to FAS, placement of information on purchase, including in media, provides publicity and transparency of purchase.

The Ministry of Economic Development also specified: the customer on 223-FL along with placement of data on purchase can send to EIS to potential contractors invitations to participation in purchase. The customer "shall establish an order of such invitation" in regulations on purchase.

We believe, the possibility of the customer to place information on purchase in media also should be provided in a provision. Besides, it is possible to provide in this document also the list of media in which data on purchases will be published.

Let's remind, by the general rule the customer on 223-FL is obliged to place information on purchase in EIS. At the same time he has the right to place in addition such data also on the website.

If data on purchase aren't placed in EIS, the violator is threatened by a penalty. The official of the customer can pay from 30 thousand to 50 thousand rubles, and the customer - from 100 thousand to 300 thousand rubles.
