The government has published amendments to the bill of transition to electronic procedures of state procurements

Amendments were prepared by the Ministry of Economic Development. It is possible to study their text on the website of the government. It is interesting that the State Duma has adopted "bill" to which changes are developed in the first reading in February, 2015.

The following amendments to the bill attract attention.

It is offered to enshrine a concept and functions of the independent registrar in the Law N 44-FL. Such registrar will be understood as system which fixes legally significant actions and failure to act of customers and participants. Fixing can happen both in a unified information system, and on electronic platform.

These provisions aren't in the project approved in the first reading.

Let's remind, an opportunity to use the specified system is and now. However its functions and an operating procedure aren't enshrined in the Law N 44-FL.

According to amendments to the bill the list of operators of electronic platforms will affirm the government. Besides, it will establish requirements to such operators.

The edition of the bill accepted by the State Duma in the first reading provides "carrying out selection" operators by results of which the government will create their list.

The considered amendments assume that if the project becomes the law, customers by the general rule having the right since January, 2018 will use electronic methods of procurement, and are obliged - since July, 2018.
