The state customer shall reject the quoted bid if the procurement participant specified the TIN not completely

Such new explanation was made by the Ministry of Economic Development in "letter". Besides, department reminded: the customer rejects the quoted bid if the participant has no TIN received in tax or the participant didn't specify a TIN in the request. The ministry designated similar "line item" still last summer.

The Ministry of Economic Development proved the opinion so. The customer shall reject the quoted bid because information provided by the Law N 44-FL isn't provided. In its number - bank details of the procurement participant. And according to Translation rules of a money the TIN belongs to bank details of the payer or receiver among other things.

It should be noted that the line item of state agency concerning availability in the quoted bid of a TIN of the participant is changeable. So, in "June", 2016 the Ministry of Economic Development specified: the quoted bid shall contain a TIN of the participant. In case of absence at the participant of the TIN received in tax or not specifying it in the request it needs to be rejected. And in "September" of last year department explained that the Law N 44-FL doesn't oblige participants of request for quotation to give a TIN.

We believe, the customer should hold the "new", November opinion of the ministry and to reject the quoted bid in the following cases:

- the participant didn't specify in it a TIN;

- provided this number not completely;

- the participant has no TIN received in tax.
