Since January 16 the new resolution on the ban of state procurements of foreign goods for defensive needs works

The new Order of the Government N 9 prohibits to buy for needs of defense of the country and safety of the state foreign goods, and also the works performed by foreign persons and the services rendered by them. Earlier similar prohibition was provided by "Resolution N 1224" which became invalid since January 3.

Let's allocate the most significant innovations.

In the Resolution N 9 it is explained what is understood as purchases for needs of defense of the country and safety of the state. Purchases for accomplishment of actions of the state program of arms concern to them, for example. In the former resolution such determination wasn't that caused difficulties in practice.

Besides, the list of cases in which prohibitions don't work is established. Among them - purchase of separate spare parts, materials to the machines and the equipment used by the customer according to the technical documentation.

At the same time some provisions of the new resolution are similar to regulations of "former".
