The employee of the specialized organization can not have the highest or additional education in the sphere of state procurements

Such conclusion follows from explanations of the Ministry of Economic Development. "Requirements to education" of employees of contractual service under the Law N 44-FL don't extend to the staff of "the specialized organization".

In "letter" department specifies that in the Law N 44-FL there are no requirements to the staff of the specialized organization. At the same time responsibility for the harm done by such organization to the third parties it and the customer "is born solidary".

Let's remind, under the Law N 44-FL the customer "has the right to attract" the specialized organization to execute separate functions by determination of the contractor of the state contract. For example, this organization can prepare auction documentation, place it in a unified information system. The customer "shall choose" the specialized organization according to the specified law.
