Customers under the Law N 44-FL are obliged to connect authorized persons to a subsystem of purchasing management of the Electronic Budget system by December 1

Actions for connection of authorized persons of customers to a subsystem of purchasing management of the Electronic Budget system are stipulated in Item 2 sections I of the Temporary order of connection to a subsystem of purchasing management of the Electronic Budget system which is the enclosure of the Ministry of Finance of the Russian Federation of 17.06.2016 N 21-03-04/35490. In particular, customers are obliged to provide in body of Federal Treasury for the place of servicing of the request for connection to a subsystem of purchasing management of the Electronic Budget system for the form given in the enclosure of the Ministry of Finance of the Russian Federation.

As specialists of department specify, this obligation is connected with the fact that in a subsystem of purchasing management of the Electronic Budget system forming of procurement plans and scheduled plans of purchases of the customers listed in subitem of subitem is performed  item "a" - "g" item 2 Governed, approved by the order of the Government of the Russian Federation of 29.10.2015 N 1168, namely:

- the state customers acting on behalf of the Russian Federation;

- federal state budgetary institutions, except for the procurements conducted according to h the p. 2 and 6 of Art. 15 of the Law N 44-FL;

- federal public autonomous institutions, the federal state unitary enterprises which property belongs on the property right of the Russian Federation, in the case provided by the p. 4 of Art. 15 of the Law N 44-FL;

- federal state budgetary institutions, federal public autonomous institutions, the federal state unitary enterprises which property belongs on the property right of the Russian Federation, conducting procurement within reflected to them by federal bodies of the government (state bodies), State Atomic Energy Corporation "Rosatom", the State corporation on space activities Roskosmos and governing bodies of state non-budgetary funds of the Russian Federation of powers of the state customer according to the conclusion and execution on behalf of the Russian Federation of public contracts on behalf of the specified bodies and corporations, in the cases provided by the p. 6 of Art. 15 of the Law N 44-FL.

Representatives of the Ministry of Finance of the Russian Federation also specify that the customers called above till November 7, 2016 shall provide accomplishment of preparatory activities, the stipulated in Item 1 section I of the Temporary order.

Let's note that Rules don't consider transition of the unitary enterprises to purchases for the Law N 44-FL since January 1, 2017 yet. Earlier we wrote that such amendments are planned.
