In case of the mixed purchase the state customer can't provide a benefit of organization of persons with disabilities

If the customer nevertheless establishes a benefit to organizations of persons with disabilities, the regulatory authority will be able to recognize its actions as violation of the principle of ensuring the competition of the Law N 44-FL. Procurement participants will unreasonably be in unequal conditions.

When such benefit is established legally and purchase is won by organization of persons with disabilities, it sends to the customer the requirement to provide a benefit. The customer increases the contract price offered by this participant to 15% and signs with it the contract. The changed price can't be more than the starting (maximum) price of the contract.
