Since January 1, 2017 when purchasing under the Law No. 223-FL the priority of the Russian goods, works, services is established

The priority is provided according to item 1 of the p. 8 of Art. 3 of the Law N 223-FL when purchasing by carrying out tender, an auction and different ways of purchase, except for purchase at the unique partner. The priority is established taking into account provisions of the General Agreement on Tariffs and Trade of 1994 and the Agreement on the Eurasian Economic Union of May 29, 2014 and consists in the following:

- the winner submitted the request containing the offer on delivery of the goods coming from foreign states or on performance of works, rendering services by foreign persons, the contract with such winner is signed at the price reduced by 15% of the agreement price offered them;

- the winner of purchase when which carrying out the price of the agreement is reduced to zero and which is carried out on the right to sign the agreement submitted the request which contains the offer on delivery of the goods coming from foreign states or on performance of works, rendering services by foreign persons, the contract with such winner is signed at the price increased by 15% of the agreement price offered them.

Data which shall be established by regulations on purchase and documentation for provision of a priority are listed in item 5 of the Resolution. Cases when the priority isn't provided, are specified in item 6 of the Resolution.
