The Order of interaction of Federal Treasury with customers is subjects of control is approved

The order of interaction of Federal Treasury with the subjects of control specified in points 3 and 6 of Rules of the control provided by part 5 of article 99 of the Federal law "About Contractual System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" will come into force on January 1, 2017 and is approved according to item 12 of the Rules approved by the order of the Government of the Russian Federation of 12.12.2015 N 1367 according to the p. 6 of Art. 99 of the Law N 44-FL which will also come into force since January 1, 2017.

The order determines rules of interaction of Federal Treasury with the subjects of control specified in items 3 and 6 of Rules and also direction forms Governed subjects of control of data in the cases provided by subitem item 8 and item 10, and forms of the protocols sent by Federal Treasury to subjects of control.

The order is applied in case of placement by subjects of control in EIS or the direction on coordination in Federal Treasury of the documents determined by the Law N 44-FL for the purpose of the control provided by the p. 5 of Art. 99 of the Law N 44-FL.

Let's remind that the p. 5 of Art. 99 of the Law N 44-FL will also come into force since January 1, 2017. According to this regulation the Federal Treasury, financial bodies of territorial subjects of the Russian Federation and municipalities, governing bodies of state non-budgetary funds exercise control for:

1) compliance of information on amount of financial provision included in procurement plans, information on the amount of financial provision for implementation of purchases approved and brought to the customer;

2) compliance of information on identification codes of purchases and about amount of financial provision for implementation of these purchases, containing:

a) in scheduled plans, information containing in procurement plans;

b) in notices on implementation of purchases, in documentation on purchases, information containing in scheduled plans;

c) in protocols of determination of suppliers (contractors, contractors), information containing in documentation on purchases;

d) in the conditions of the drafts contract sent to participants of purchases with whom contracts, information containing in protocols of determination of suppliers (contractors, contractors) are signed;

e) in the register of the contracts signed by customers, to conditions of contracts.
