It is possible not to enter data in the register of contracts if the contract isn't paid for fault of the supplier

The conclusion can be drawn, having analysed explanations of the Ministry of Economic Development. Department noted: the customer isn't obliged to enter information on payment in the register of contracts if the contract can't be paid for the reasons which aren't depending on it (for example if the supplier didn't direct necessary documents).

We will remind, the official will pay a penalty of 20 thousand rubles if an obligation to submit to authorized body documents and information for inclusion in the register of contracts won't be performed. Similar responsibility is provided for submission of doubtful documents and data.
